Luis Henrique Zamarioli

Luis is a network member and an associate with PlanAdapt, based in Berlin, Germany.

He is a policy and research analyst with experience with national, regional and multilateral organisations in Brazil, United Kingdom, Germany, Middle-East, Africa, OECD and EU. He’s experienced in the environmental services industry, focusing on green finance and green economy, as well as energy, climate and environmental policies.

He led the implementation of a British ODA capacity building programme in low carbon technologies in Brazil and represented the British government in all policy matters related to environment, climate, clean energy and agriculture at the Organisation for the Economic Co-Operation and Development (OECD) and the International Energy Agency (IEA) in Paris. In 2018,  Luis led, on behalf of PlanAdapt, an economic study about ‘Innovative Financing for Ecosystem Management in Africa’ for the African Development Bank, looking into the theory, fitness for purpose and scalability of innovative financial mechanisms and structures for ecosystem management in the African continent.

In his capacity as researcher and project manager at FS-UNEP Centre for Climate Finance, he undertakes research and provides advsiory services, amongst other, to German government (BMU & BMZ) on climate finance and the Green Climate Fund (GCF).

Previously, Luis worked as research analyst for Climate Analytics, he contributes  to the MAGIC Project, an EU-funded Horizon2020 consortium aimed at analysing the Nexus between climate, water, food, energy and land from a complexity approach.  He has worked in the implementation of an ODA capacity building project in low carbon technologies in Brazil, before he represented the British government in all matters related to environment, climate, clean energy and agriculture at the Organisation for the Economic Co-Operation and Development (OECD) and the International Energy Agency (IEA) in Paris.

He holds an M.Phil. in Environmental Policy from the University of Cambridge and an LL.B. from the University of Sao Paulo, Brazil. He is currently pursuing his PhD at the University of Kassel, Germany, on green debt instruments and green finance, focusing on the case-study of publicly issued green bonds. From a policy perspective, his doctoral research looks particularly into green effectiveness of private finance and mobilised public finance with a private element (blended finance). It seeks to advance the understanding on how to enhance the alignment of private flows with climate mitigation and adaptation pathways and sustainable development goals.
